Description of "Walter" (W.A.L.D.O. Special Operative):

The Initiative's most greatest agent. He has a 100% success rate on captures, but after spending too much time in the field and being forced to kill a target, "Walter"'s increasing instability finally causes a mental break and he's now begun hunting and killing all Initiative targets and operatives alike. Unfortunately, "Walter" is aware he's been marked as a deadly fugitive. He is also aware that they've enlisted the help of Carmen Sandiego and while he was initially trained to one day bring her in, he has decided to just kill her instead. He begins by killing agents of VILE.
