1992. Det. Axel Stone and Blaze Fielding track and beat down the crime syndicate, led by the mysterious Mr.X and his children the Y Twins, who terrorize Wood Oak City.
But with the Syndicate having the police force in their back-pocket they refuse any support and Axel and Blaze are forced to go about it on their own, turning in their badge.
Soon they are joined by their colleague, Adam Hunter, who has his own vendetta against the syndicate after attacks made by street gangs on his children. It's an all out war on the streets of Wood Oak City.
