Synopsis

Stephanie Brown is the daughter of Arthur Brown, aka "Cluemaster", a lesser known but still dangerous villain who is determined to make a name for himself in Gotham City. Stephanie has her own dreams of becoming a hero to her city, she finally gets that opportunity when her father devises a plan, with his own team of villains, to kill the Batman. Stephanie must take on her own hero persona she dubs "Spoiler" and stop her father and his evil colleagues from enacting their horrible plan (hopefully impressing Batman himself along the way).

Description of Charles Brown (Kite-Man):

Charlie is the younger brother of Arthur and he’s always looked up to him. Charlie is always trying to jump in and do whatever Arthur has planned and after Arthur became the Cluemaster, Charlie felt the best way to help him was to take on his own persona. As the elected getaway driver, Charlie decided that the easiest way to escape would be by air. He had always admired Kites and so he developed his villainous alter ego: Kite-Man. He joined Arthur’s grew and then was thwarted by Batman as well and sent to Blackgate with his brother.
