Imagined as an animated epic, not live action.

Description of The Flash II (Barry Allen):

A man with a strong sense of justice, Barry Allen would become part of the crime lab for the Central City Police, where he would become caught in an accident where a bolt of lightning hit chemicals that splashed onto Barry, and connected him to the Speed Force, the invisible barrier tied to motion in the universe. With this incredible speed, Barry would not just fight crime and injustice as part of the CCPD, but he also would do it as the Flash, the fastest man alive, honoring his childhood hero, Jay Garrick, the first Flash.
