Imagined as an animated epic, not live action.

Description of Clock King (William Tockman):

Desperation is what made William Tockman to be a supervillain. When he was believed to be dying from a terminal illness, Tockman took up to crime to help his invalid sister Beverly live a comfortable life, taking the clock as his motif and becoming Clock King, having nearly superhuman proficiency with time, timing, and strategy. After his sister died while he was in prison, Clock King continued his actions, even when he supposedly died in the Suicide Squad. Now after hearing a usurper to his name has been killed, he plots to make a comeback. After all... he has time.
