Mahoney and his recently graduated cadets are on a mission to Tokyo for an international exchange program. When they arrive, Superintendent-General Aoi Yamaguchi from the Tokyo Metropolitan Police Department who assigns the cadets to help put a stop to Haruto and Yuki Sato, a supervillain duo from trying to corrupt every top tech company in Japan.
