When we last saw him, Plastic Man just stop the crime lord, Rupert Thorne. which lead him to get him finally recognized by the people of his city as a heroe, and thinks things finally are going the way he wants. Sadly, it doesn't seems so. As his old partner in crime from his past, Kite-Man, returns with a group of weird supervillains to terrorize the city and hurt anyone he loves.
