A Mentally ill man with a uncontrollable Laughing problem who is locked up at Arkham asylum and has been there for 45 years since the Events of joker 2019 and he develops a obsession and close Bond with Emma the 16 year old daughter of the owner of Arkham asylum who is the first person In his life who showed him kindness but after Arkham asylum Mysteriously caught fire, he survives the fire but Is Terribly disfigured and burnt in his hands and his face for which he completely snapped and begins targeting Emma and Starts his killing spree and kills everyone close to her but Emma puts a end to Arthur's reign of terror by shooting him with a gun and kills him
