Description of Turtle (Flash!):

Turtle didn't have any real name, it's almost an enigma to Flash himself. He's a rogue scientist who decided to rob for thrill until he found his newfound power that manipulates speed and gravitation pull. Fast forward: Turtle became immortal dictator and control the city by himself in the future.
