Synopsis

Steve Rogers is confronted by a group of villains led by Taskmaster, who bring back memories and nightmares from his past. Together with Agent 13, Falcon, and Bucky Barnes, Steve faces this dangerous new enemy, but their sinister plan goes beyond Steve's imagination. In the midst of a furious battle, Steve realizes that he must put everything on the line to save the world, even if it means the end

Description of Flag-Smasher (Karl Morgenthau):

In the final battle, Flag-Smasher and his followers joined forces with Taskmaster and the other villains. However, as the true extent of their plan is revealed, Flag-Smasher has a change of heart and sacrifices himself to stop some of the villains. Flag Smasher's legacy lives on through the ideology of the Flag Smashers, but they disavow the violent tactics that their leader once employed. They continue to work towards a more united world but through peaceful means.
