Description of The Flash (Wally West):

Right after The Apokolips Crisis Wally and Linda Park got married. Three years later, Linda gave birth to their twin children, Jai and Irey. Shortly thereafter, Wally's connection to the Speed Force became the strongest its ever been, with Wally becoming the avatar of the Speed Force. This newfound status granted him a greater connection to all the spedsters that came before him, including his deceased mentors Barry Allen and Jay Garrick. In honor of Jay, Wally adopted the helmet to his costume. The rest of his look is naturally generated via the Speed Force. He is the only member of the Justice League who was on the original team.
