Synopsis

The masked vigilante Batman has been active for two years while his alter ego, Bruce Wayne, remains a recluse in Wayne Manor. Now, with Halloween approaching, the fight against crime continues as Carmine Falcone and his family continue their business in a constant war against the Penguin. Drug trafficking runs rampant in Gotham City, but a new drug appears on the city's streets, a powerful hallucinogen, along with the mysterious killer and terrorist Scarecrow.

Description of The Penguin (Oswald Cobblepot):

A gangster with physical deformities and head of a large weapons and drug trafficking operation. As a child after years spent at a boarding school in Europe, he returned to Gotham and revived the once-wealthy Cobblepot family. He owns the Iceberg Lounge where he does business, but has a ship docked at Dixon Dock's where he keeps most of his drugs and weapons.
